ASU-System Policy for Out of State Mileage Waiver

Out of State Mileage Waiver for the Jonesboro Campus. Residents of the following counties in contiguous states will be permitted to register at Arkansas resident general registration fee rates when enrolling at the Jonesboro campus and at any other site at which Jonesboro campus programs are offered:

Louisiana - the parishes of Bossier, Caddo (Shreveport), Claiborne, East Carroll, Morehouse, Ouachita (Monroe), Webster, West Carroll, and Union.

Mississippi - the counties of Bolivar, Coahoma, Desoto, Issaquena, Tunica, and Washington.

Missouri, the counties of Barry, Butler, Cape Girardeau, Carter, Christian, Douglas, Dunklin, Greene (Springfield), Howell, Jasper (Joplin), Lawrence, McDonald, Mississippi, New Madrid, Newton, Oregon, Ozark, Pemiscot, Ripley, Scott, Stoddard, Stone, Taney, and Wayne.

Oklahoma - the counties of Adair, Delaware, Le Flore, McCurtain, and Sequoyah.

Tennessee - the counties of Dyer, Fayette, Haywood, Lake, Lauderdale, Obion, Madison (Jackson), Shelby, and Tipton.

Texas - the counties of Bowie and Cass. This policy 09-28 was approved by the Board of Trustees on May 15, 2009.

Out of State Mileage Waiver for Arkansas State University - Mountain Home. Residents in the following counties in Missouri will be permitted to register at Arkansas resident general registration fee rates when enrolling at Arkansas State University - Mountain Home: Douglas, Howell, Oregon, Ozark and Taney.

ASU-System Policy for Employee Tuition Discount

Alumni and Their Dependents Waiver. Graduates of the Jonesboro campus and their dependents (spouse and children) who reside in other states shall be permitted to register as students at the Jonesboro campus at Arkansas resident general registration fee rates. This policy was approved by the Board of Trustees on March 9, 2007 and effective on July 1, 2007.

Age Waiver. Act 678 of 1975. When any person sixty (60) years of age or older is admitted and enrolls as a student in any state-supported institution of higher learning in this state, the board of trustees of the institution or other appropriate institutional officials shall waive all the general student fee charges for each student on a space-available basis in existing classes. Fees will be waived only for courses organized to grant credit and recognized by the Department of Higher Education for credit.

Undergraduate Out-of-State Scholarship. Undergraduate students who meet the following criteria are eligible to receive a scholarship equal to the out-of-state portion of tuition costs: (1) high school GPA of 3.000 or higher and ACT composite score of 24 or higher or comparable SAT score, (2) attendance beginning on or after August 20, 2007, (3) attend ASU-J as a full time student, and (4) a resident of any one of the 49 states in the United States other than Arkansas or resident of any U.S. territories. This scholarship is not subject to renewal criteria. This policy 06-36 was approved by the Board of Trustees on September 26, 2006.

Graduate Out-of-State Scholarship. Graduate students who meet the following criteria are eligible to receive a scholarship equal to the out-of-state portion of tuition costs: (1) cumulative undergraduate GPA of 3.000 or higher, (2) attend ASU-J with 6 or more hours of graduate level courses (Fall or Spring semester) or 3 or more hours of graduate level courses (Summer terms), (3) attendance beginning on or after August 20, 2007, (4) and a resident of any one of the 49 states in the United States other than Arkansas or resident of any U.S. territories. This policy 07-13 was approved by the Board of Trustees on March 9, 2007.

Student-Athletes Out-of-State Scholarship. Undergraduate students who meet the following criteria are eligible to receive a scholarship equal to the out-of-state portion of tuition costs: (1) high school GPA of 3.000 or higher, (2) ACT composite score of 24 or higher or comparable SAT score, (3) attendance beginning on or after August 20, 2007, (4) attend ASU-J as a full time student, and (5) a resident of any one of the 49 states in the United States other than Arkansas or resident of any U.S. territories. Student athletes who receive athletic financial aid must meet NCAA requirements by ranking in the upper 10 percent of their high school graduating class or achieve a core-course GPA of at least 3.500 or achieve minimum ACT sum score of 105 or minimum SAT score of 1200 to keep this scholarship from affecting their athletic award. This policy 07-14 was approved by the Board of Trustees on March 9, 2007.

Transfer Out-of-State Scholarship. Transfer students who meet the following criteria are eligible to receive a scholarship equal to the out-of-state portion of tuition costs: (1) 24 or more hours earned at a two-year or four-year higher education institution with a cumulative GPA of 3.25 or higher, (2) attendance beginning on or after August 20, 2010, (3) attend ASU-J as a full-time student, (4) resident of any one of the 49 states in the United States other than Arkansas or resident of any of the U.S. territories This policy was approved by the Board of Trustees on March 5, 2010.

Doctoral Graduate Assistantships Waiver. All Doctoral Graduate Assistant positions carry a tuition fellowship that includes tuition charged at the in-state rate and 100% of the tuition and any applicable college support assessment fee waived for all ASU courses taken by Doctoral Graduate Assistants.

A doctoral graduate assistant (GA) is (1) a student in good standing in one of the doctoral programs, (2) is enrolled for a minimum of nine graduate credit hours in the fall or spring semesters or six graduate credit hours in the summer term, and (3) has been approved for a GA position by the graduate dean. Doctoral GAs will not be required to pay the tuition and any applicable college support assessment fee portion of their enrollment expenses. The tuition and any applicable college support assessment fee will be covered by an outside agency/foundation or Arkansas State University. In all cases, ASU covers only that portion of the tuition that is not paid by a supporting agency. It is ASU procedure that all grant/contract or agency proposals submitted or accepted by ASU must include GA tuition and college support assessment fee budgeted to the extent the agency/foundation permits.

Southern Regional Education Board (SREB) Waiver. This program provides a fellowship stipend to minority students pursuing a doctoral degree. All tuition and fee costs are waived. For more information, visit the SREB web site: http://www.sreb.org/page/1074/doctoral_scholars.html

Military Service Waiver. All Arkansas residents and their dependents serving in the United States military living out of state are eligible for resident tuition rates. All other United States military personnel and their dependents stationed in the state are also eligible for resident tuition rates.

Academic Common Market. Students from states that make up the Academic Common Market are eligible for out-of-state fee waivers for approved degree programs. Each state has a coordinator who must certify eligibility for any student from that state who wishes to enroll in degree programs in the market. Certification is by letter from the state coordinator to the director of Admissions.

Native American Waiver. Students who are descendants from Tribes native to Arkansas and Native Americans who passed through Arkansas on the Trail of Tears are eligible for resident tuition rates. The rationale for this is based in the history of Native Americans and the recognition from that knowledge of history that the Native American population of Arkansas was greatly diminished by historical government actions (such as “The Trail of Tears”). Many Native Americans, who would now reside in Arkansas, reside in other areas because the federal government forced their ancestors to move to reservations. BIA card, Tribal card, or a written stated from a Tribal leader must be provided that an individual is a Native American. Tribes on the Trail of Tears were: Cherokee, Chickasaw, Choctaw, Creek, and Seminole. This policy was approved by the Board of Trustees on April 19, 1999.

National Student Exchange Program. NSE is a network for inter-university exchange within the United States, Canada, Guam, Puerto Rico, and the U.S. Virgin Islands. While on exchange, the student will pay their normal tuition to their home campus or pay the in-state or in-province tuition to the host college or university. Students who currently pay non-resident tuition at their home campus should expect to continue to do so while on exchange. There are two programs for each student depending on which college or university they are attending: Plan A (Host Payment) - Under this plan, the student will pay the resident (in-state/in-province) tuition and fees directly to the host campus. Plan B (Home Payment) - Under this plan, the student will pay the normal tuition and fees to their home institution.

National Collegiate Network (NCN) Waiver. In an effort to recruit international students from Japan, the ASU Board of Trustees approved Board Resolution 08-03 on March 7, 2009, which waives half of the tuition costs for international students.
